José Luis Navarro Rosado is a practising lawyer and property administrator and for more than 35 years has been advising on and managing the various issues affecting homeowners’ associations.
He has served as President of the Málaga and Melilla Association of Property Administrators.
He is a founding partner of Intercala Asesores, S.L. and Intercala Administradores, S.L.
He served as legal counsel for Fuengirola City Council’s legal department in the area of urban planning.
He is the author of multiple articles on horizontal property law. Over the years, he has published articles in EuroWeekly, Editorial Sepin, Legal Today, Key to Mijas, The Costa Connection, among others.
He holds the qualification of Real Estate Agent (Agente de la Propiedad Inmobiliaria), obtained in 1994.
He holds the title of specialist in financial advice, with European MiFID II certification since 2020.
He holds a diploma as an arbitration expert from the associations of Valencia, Bilbao, Barcelona and Málaga.
He is currently Vice-President of the Málaga Arbitration Court.
He holds a diploma in taxation from the Provincial Council of Málaga since 1999.
He holds a postgraduate diploma in insolvency law from the University of Deusto (2008).
He holds a postgraduate diploma in agricultural law from the Spanish Association of Agricultural Law (1997).
He is a member of the Leases and Horizontal Property Section of the Málaga Bar Association.
He has been a member of the National Legislation Committee of the General Council of Property Administrators of Spain.
He is the author of several books on the legal regulation of communities of owners in Spain and his latest book is «Practical Manual of Homeowners’ Associations in Spain and Tourist Apartments», published on Amazon.
